Yes, clearly this leaker was part of a fairly elaborate scheme. By using “whistleblower” protections he is also now guilty of defrauding the government along with leaking classified information.

They then went about creating legal/political reality out of his sick fantasies
And a little later on....explains that "the call" will be the only "impeachment" item.
