That sounds a lot like exoneration. Now on to this statement from Mueller at his press conference
The introduction to the volume two of our report explains that decision. It explains that under long-standing department policy a president cannot be charged with a federal crime while he is in office. That is unconstitutional. Even if the charge is kept under seal and hidden from public view, that too is prohibited. The special counsels office is part of the Department of Justice and by regulation it was bound by that department policy. Charging the president with a crime was, therefore, not an option we could consider.Soon after, this statement was issued from spokespersons for both Barr and Mueller:
The Attorney General has previously stated that the Special Counsel repeatedly affirmed that he was not saying that, but for the OLC opinion, he would have found the President obstructed justice. The Special Counsels report and his statement today made clear that the office concluded it would not reach a determination one way or the other about whether the President committed a crime. There is no conflict between these statements," a joint statement from DOJ spokeswoman Kerri Kupec and Mueller spokesman Peter Carr said.Despite that, the execrable Adam Schiff and Ted Lieu continued to say otherwise on all the talk shows. Then yesterday Mueller did it again
Which was conflict with the statement released above. He later made a correction:Id like to ask you the reason, again, that you did not indict Donald Trump is because of OLC [Office of Legal Counsel] opinion stating that you cannot indict a sitting president, correct? Rep. Ted Lieu (D-CA) asked Mueller.
Muellers response was straightforward: That is correct.
I want to go back to one thing that was said this morning by Mr. Lieu who said, and I quote, you didnt charge the president because of the OLC opinion. That is not the correct way to say it, Mueller said in his statement. As we say in the report and as I said at the opening, we did not reach a determination as to whether the president committed a crime.Mueller wasn't going to bring charges regardless of the OLC opinion.
All the left wing headlines declared that Mueller did not exonerate Trump. The fact is, Mueller couldn't exonerate a ham sandwich:

As a matter of fact, what Mueller did to Trump was un-American

Despite citing Fusion GPS in his report, in the hearing Mueller claimed that any questions about Fusion GPS were outside his purview. Watch as Matt Gaetz seizes on that

Mueller was entirely uninterested in any Russian interference which included democrats and that actually violates his directive:
Rosenstein's letter to Mueller is short and sweet, taking up only a single page. According to the letter, Mueller will have permission to investigate intelligenceconcerning "any links and/or coordination between the Russian government and individuals associated with the campaign of President Donald Trump," as well as "any matters that arose or may arise directly from the investigation."Given the virulently anti-Trump makeup of the team this is not surprising. But this was my favorite exchange

Mueller said "We can't get into charging decisions"
That's nonsense because Volume 2 of the Mueller report was ALL about charging decisions. Mueller seems to have had little to do with this report.

I've written about Mifsud before- here, here, here, and here.
Moreover, I wrote this in May 22, 2018:

Democrats went backwards yesterday — the takeaway from the hearings was that not only did Mueller not write the report, but he very probably didn’t know everything that was in it - the validity and veracity of the whole effort is now much less certain than it was before the hearings, and the investigation can be easily dismissed as totally untrustworthy.....
“Why should we not refer to it as The Weissmann Report?”
Exactly! He’s the guy who should have been testifying yesterday. If and when the Senate offers subpoenas to testify in front of them, I’d hope Weissmann gets one.
Two problems with that though... (1) The GOP Senators would never be as tough on Weissmann as the GOP House members were AND Weissmann would likely (during the testimony) repeated refuse to answer questions on incriminatory grounds or says he didn’t “recall” certain things.
Weissman is in control they needed a so called republican to show they were bi partisan and sign the document he didn’t read and knew nothing about what was in it. Weissman hired the rest of hillaries cheerleading squad for the back office.
