He later made a correction:Id like to ask you the reason, again, that you did not indict Donald Trump is because of OLC [Office of Legal Counsel] opinion stating that you cannot indict a sitting president, correct? Rep. Ted Lieu (D-CA) asked Mueller.
Muellers response was straightforward: That is correct.

That is not the correct way to say it, Mueller said in his statement. As we say in the report and as I said at the opening, we did not reach a determination as to whether the president committed a crime.Mueller wasn't going to bring charges regardless of the OLC opinion.

That's nonsense because Volume 2 of the Mueller report was ALL about charging decisions. Mueller seems to have had little to do with this report.

I think we’re going in the wrong direction on this. Mueller let the RATs assemble a dream team in order to sink PDJT. Even with that force in play they came up empty. Who cares whether it was Mueller or his staff to put pen to paper.
I think the RATs would like nothing better at this point than to sink Mueller AND THEREFORE HIS REPORT to reset the investigation back to the beginning.

But if the OLC opinion weren’t in place, it’s likely that Mueller *would* have considered pressing charges and might actually have pressed them.
So while Mueller’s walkback was substantial, I don’t think it goes quite as far as Dr. John is saying.
It’s noteworthy that Mueller considered the possibility of overturning the OLC opinion. He said it might happen in a future case.

It’s amazing how reporting on this event differs between sources. Deutsche Welle called it a slam dunk against Trump essentially, predicting that he hasn’t been charged solely because of his position in the government, and that he would inevitably be charged once out of office. Part of that is likely based on how German law must work, as the article’s author had no concept of innocent until proven otherwise. A lot of, “He can’t prove he didn’t do anything illegal, therefore he’s a criminal.”
