Joe wants to be president just so he can kiss a lot of babies.

Evidently teaching the children not to get bodily fluids all over the bathroom or to clean up such messes would stifle the children in some way.
The teachers were somehow also above cleaning said toilet facilities.
So, between the twice weekly janitorial service visits the school was somewhat ripe.
I made my assumptions based on meeting the director and her husband a number of times and on the lack of basic sanitation throughout the facility.
