Majority want border security. Trump is playing it to show Congress is not interested.

Not in this case The “slush” funds he will be using have been established over decades and used by numerous administrations. There was a list posted back before Christmas. You might search for it if you’re interested.
I am kind of done with the back and forth ‘negotiations’. If leftists wanted a wall, just like they wanted to control the health care market with obamacare, as soon as they could make it happen, no matter how it was done, it would have been built by now.
If you have the money, please use it. Who cares if they sue you. Obamacare was shoved down the collective throats of the American people. We can do the same back to leftists by building a wall.

Trump has been paying attention to congress for as long as any of us has. He’s been watching them not do what we hired them to do.
Start Cheap.
String concertina wire coast to coast. Post soldiers. Stop illegal crossings between openings.
After there are no more illegal crossings, it will be a much easier political problem to work on improving the wall. The problem now is that there are too many politicians who have an interest in maintaining illegal border crossings.
A cheap, effective solution is a stepping stone to a permanent solution.
You cannot build the permanent wall mile by mile, because every mile is a fight. But if you have an impenetrable barrier in place, it is an easier problem to maintain and improve that barrier.
