Hard to believe but doable. I’d send American convicts(volunteer) to serve out their time of Russia feeds and houses them. Throw in an offer of citizenship in Siberia for good behavior.

Cool Hand Luke was a classic. Growing up in Alabama, I remember seeing chain gangs working on the side of the road. It was a great visual deterrent for not getting into trouble.
