The simplest answer would be for the President and/or Press Secretary to just never acknowledge Acosta as a questioner. Never let him have access to a microphone. Let tjhe uncomfortable silences begin.....
They should totally freeze out all CNN reporters. Make CNN suffer. Freeze out CNN until CNN decides that Accosta can no longer go to the White House. If he's in the room and acts like a jerk, ignore him. If ignoring him becomes impossible, end the news conference -- make all the news outlets suffer.
It will be more fun to have him there and ignore him.

Why not just get a mic rigged up so that when Acosta grabs for it and starts chatting...it just starts playing Bee Gees music until he releases it?

Actually the simplest answer is for the President to call on Acosta first, see if he learned anything from all of this. If he has, decorum would have fixed itself. If not, in front of the world Acosta would have demonstrated that CNN does not deserve to be in that room.
Acosta and Ryan will just stand up and start yelling questions out at the WH during press conferences anyway. That’s just unacceptable.
Then the Ninth Circus will require the President to call on him first and answer at least four questions.
How about pulling all of the hard press passes. As I understand it they don't have to sign in every morning or be escorted. Make them do those now. Every time they come in they'll have to be carded, given a day pass and escorted. Just imaging the dirty looks they'll give to Acosta after a couple of weeks of having to ask an intern to walk them to the restroom.
Acosta will not be restrained. He is always shouting out & talking over other reporters.
Somehow, he thinks he is cock of the walk & only he should be getting any attention.
