Steve Kerr pushing for a Popovich, O'Rourke presidential ticket

If Warriors' Steve Kerr has his way, San Antonio Spurs' Gregg Popovich and Texas U.S. Senate Candidate Beto O'Rourke will be on the 2020 Presidential ticket.
Even though there has been a push for Kerr and Pop to run for the presidency, Kerr showed his support for O'Rourke with the Spurs Head Coach as his running mate for Vice President.

What happens if one or both of the candidates is not from a state, like Washington D.C. and Puerto Rico?
Also, in the original Constitution, no one voted for vice-president.
Only presidential candidates received votes.
The vice president was automatically the presidential candidate who got the second highest number of electoral votes.
