Just look at all the space for refugee resettlement in Somalia:

31.1 million if they just supported only the population density of MINNESOTA
42.5 million if the just supported then population density of the UNITED STATES (INCLUDING ALASKA)
147.7 million if they just supported the population density of CALIFORNIA (INCLUDING THE SPARSELY POPULATED NORTH).
None of these should be a high bar to clear if their tribal collection masquerading as a country were ran by a reasonably intelligent culture such as, say, the CHINESE.
