As an incorrigible tourist, I have walked the streets of Mumbai, New Delhi, Hong Kong, Singapore, Bangkok, London (1970 vintage), Stockholm, Rome, Paris, Lisbon, San Francisco, Los Angeles, Miami, Chicago, Acapulco, Mazatlan, Puerto Vallarta, St Thomas, St Maarten, Monaco, and a slew of smaller towns. The safest to walk in late evening? Singapore. Safest to walk in broad daylight? Monaco.
