MS-13 is a militia. Other urban gangs are militia. They are not regulated out of existence because the right of the people to keep and bear arms has been infringed. Less likely to have such gangs (militia) where lawful citizens are able to have the same firepower as the crooks. Sadly, that right has been infringed in many cities.
