You cannot have little islands in the U.S. where federal laws are willfully ignored—where the local officials pick and choose which laws they will enforce. That is not living up to the responsibilities of your position to your lawful constituents and that is sedition to the United States. Cut federal funding to all sanctuary cities-—and states-— and let them pay the welfare and legal defenses for this TRASH all by themselves. They voted for politicians who declare theirs a sanctuary city. Let them grow UP and assume the responsibility for their poor voting decisions.

A Giant Class Action Lawsuit against every Sanctuary City for previous deaths and or bodily harm and name all the plaintiffs, all those politician's involved. Make it huge and on everyones radar.

The question is too simple.
As a civil matter, the right question may be:
If the officials in a “sanctuary city” knowingly released an illegal immigrant, knowing that that person had previous criminal convictions, and that the person was again wanted for deportation as an illegal immigrant, and that person, after release by the sanctuary city commits another crime, causing death, bodily injury or property loss or damage, those who suffer from that crime of the illegal immigrant ought to be able to sue the sanctuary city, in civil court, on the basis of official negligence by the sanctuary city.
My answer is not a quick yes, because the question lacks any context and I think it is context that establishes the right answer.
