If it is the shooter, he was captured alive and now he's dead.
Or he was wounded in the shootout, took off, felt himself failing and pulled off the road and expired.
The citizen held a gun on the suspect/perp.
So, when did the shoot-out that left the perp dead occur?

My Brother-in-Law’s Sister is married to a New York State trooper. I guess he is retired now. They live in upstate New York.
I met them only once in Virginia and I will have to say they are some of the few people who are more conservative than me. Also devout Christian.
So, when did the shoot-out that left the perp dead occur?
It often takes a while for gunshot to have a debilitating effect.
Local citizen and the shooter are exchanging fire.
So the guy (Johnny) and the other guy (with a rifle I believe) chase the guy down on Northbound 539 at 90-95 mph.
The shooter then slows down and apparently looses control and or just stops.
Johnny and the rifleman maintain position with the rifle on the vehicle as Johnny said they never got close enough to to see the person in the car.
The LEOs show up and move them back.
The shooter is reported “dead” but no one knows if the LEOs shot him at that point or was he found dead by the LEOs.
You are correct, local citizen responders captured or shot the shooter who then died in the car as Johnny and the rifleman tracked him.
My money is on the local citizen being a better shot than the shooter and hit him in the exchange Johnny saw before the chase.

Sounds like he got a fair look that those two “gun men” were no longer on the same team before pulling him on board. Plus the 911 call corroborated, in general.

True up to a point. I lived in California for 69 years and saw it all change. Ninety percent of the people in California ARE that way. The cities set the way it is believed by outsiders. Change the cities and the perception will change.

Bullcrap. I was born and raised in California. I would have been after that scum in a heartbeat. So would lots of people there I know.

The shooter dropped his gun while escaping and somebody picked it up. Possibly the same guy with Johnnie.
Good point... He took a chance and it turned out that he was on the right side. From the interview, it sounds like the shooter perhaps had been hit at the intersection and bled out when he was on the run. Maybe that's why his vehicle left the road? Johnnie didn't indicate that he heard further shots..... It should like the other possibility is that the impact when the shooter's vehicle left the road was fairly severe and that's what killed him.
