Rowley wrote a 13-page letter in May 2002 to FBI Director Robert Mueller reaching out for help. She claimed FBI officials were resisting seeking search warrants and punished agents who sought help from the CIA. I tried to find a link to the letter, but it has been removed from the Internet. However, I found parts of the transcript, and here are some of the highlights:

I have been instructed not to talk to the media, and that’s actually surprising since the letter that I wrote initially supposedly got whistleblower protection. But I think the FBI now is in a very precarious position because of the fact that there’s threats to split the FBI up. Therefore, the hierarchy is very sensitive to saying anything or even to allowing people to talk. So, today I’m speaking only in my personal capacity, and I’m trying to speak only from what I have said before, which is on the 13-page letter and in which in theory has whistleblower protection. But, obviously, if you read or anyone rereads that letter, which is now kind of ancient history, you will see a remarkable denial on the part of the mid-level management people at headquarters that any al Qaeda operative could exist — be existing here in the United States. Of course, the comments that were made which I’m aware of do not display that there was any urgency on the part of these people to react to news that was being generated from the field offices.

Happened, but not part of some conspiracy.
A few tears previous to 9/11 there was another airline plot to blow-up jets over the Pacific ocean, and there were reports on the first 9/11 bombing. These happened but not as part of some hyper-secret US Government plot (they aren’t that clever or good).
Most US Government employees, especially the FBI, are incompetent, nothing more, nothing less.
Take the next step to understand how deeply evil the Bush clan is, and how deeply entwined it is with the Clinton clan, and the rest will fall into place and make much more sense than any previous understanding of the event you may have had. Then take some time to contemplate the Bush-Saudi relationship, the 28 pages, that the evidence was shipped off (unlawfully) to China as bulk scrap metal.
And oh yes try to figure out why WTC 7, a modern fireproof steel skyscraper, which was so secure that Giuliani had it designated as his crisis command center as Mayor, which was not hit by a plane, managed to collapse, when this has never happened to a steel skyscraper beforehand or afterwards.
On 911 you need to take a hard look at NORAD and the Air Force.

Most of the cells consist of 2 or 3 killers and most of their meetings occur in mosques, which can’t be wiretapped. The mosque members provide the funding.
Mueller has had problems in New York and “chose” to recuse himself in a hotly contested dispute.

Is he still around or still in hiding? He was reporting/revealing information about them years ago and no one took him seriously. I think I’ve only seen him a very few times since 9/11 and not at all in the past 10 years or so.
