Whether or not NK knows how to do it, their engineers are not morons. They know this would be an efficient attack, given their expected limits on accuracy and yield.
I suspect the effects of an EMP on our military would be relatively limited, while doing severe harm to areas with high concentrations of Obama/Hillary voters. Those of us in “Flyover country”? I would hope that most productive Americans have emergency supplies to deal with the days or weeks (months???) of disrupted transportation that would result.
I’m not aware that EMP attacks are directional. The rocket in this case exploded at an altitude of approximately 44 miles which would seem to be capable of knocking out China and North Koreaas well as Japan, South Korea, etc. Now there is the chance that such a missile could be submarine launched off our west coast. That is if we would allow noisey, diesel subs close to our west coast. Just hitting Hawaii would bring a big response.
The people who say North Korea would never hit us with an EMP pulse sound a lot like the people who thought that Japan would never hit Pearl Harbor.
Hard to believe considering how many missile launch disasters NK has had.
How could they manage to launch a satellite, much less 2, and have them armed?
Most likely, the US military and intelligence community have those satellites in their sights at all times.

The only agent who could create an EMP attack which could devastate modern society is the sun. A repeat of the 1859 event would create untold chaos.

An EMP over Korea ain't going to burn anything to ashes in the US. An aurora over southern Australia, maybe, not even static in AM radios in the US. Someone in NorK needs to learn about magnetic fields.
