Well its hard to say. If she was being arrested for assaulting a police officer, or interfering with a police officer in the course of the execution of his duties, it is not excessive force.
This was an aikido style take down and noticed that she did get her right arm under her as she went down.She did hit her face.
Police officers are under no duty to stand toe to toe with a female intent upon clawing their face or ripping up their uniforms, hoping that she will eventually have some sense. If there were two officers who cold have more gently put her down it would have been better but my sense is that there was a lot more going on, another police officer needing assistance, or a perpetrator who was escaping.
But these is no reference for the entire situation. It would be excessive force if the female was merely approaching the officer and touched him because she was intoxicated , not knowing what she was doing in her state of intoxication.The video attempts to make it look like that, but I doubt that was what was happening in the entirety of the situation.
