Once that's done, I'll move to the site of another new Zachry project - the ExxonMobil Polyethylene Expansion (BPEX) - in Beaumot, Texas. I've already started working with the planning team for that project, preparing for 150 structural steel craft workers.

f (i) "Local labor" is defined as those qualified laborers or craftsmen who are residents or domiciliaries of the nine county regions...
The labor to date brought in is not local and Zachry's own Report proves it. (ii) will give them an out, but there are a lot of people around here who need those jobs and they're being taken by people from San Antonio and other areas!

P.S. as far as "domiciliaries" go...how many Zachry hands are getting per diem? If they are getting per diem they are not "local".
