They would have to recount DISTRICT BY DISTRICT. Assuming the winning difference is under a certain % (between .5 and 1.5) someone in each district or someone from the court or similar would have to initiate it for each district.

Most districts don’t meet the differential requirement and trying to get the logistics assembled would be all but impossible.

It varies from state to state; states set their own election laws, including for Federal offices.

But in Bush v. Gore the Supreme Court ruled 7-2 that anything other than a statewide recount for a statewide result is a violation of the Equal Protection Clause of Amendment XIV.
