100%, completely true. Ryan personally authored the budget language during the 2013 agreement with Sen Murray (D-WA). Ryan inserted the cuts in the bill as an "all or nothing" vote, so the cuts to veterans could not even be debated. Worse, his language (that again he wrote himself) cut the pensions of combat wounded, those who lost limbs, and disabled veterans - even veterans who were 100% disabled due to injuries.
