I'm sure this policy is in place to discourage intentional "one shot/two kills" cheaters and has nothing to do with abusing the authority of the uniform, badge and gun.
How could this happen?
LOTS of caribou, maybe.

Know what is behind your target.

NRA gun safety rule #4: Know what is behind your target.
LOL
He immediately contacted Alaska Wildlife Troopers to report the violation and salvaged meat from the caribou, as required by law...
...reminded hunters to self-report hunting violations, saying that while a citation for taking an animal illegally is likely, you will receive a substantially lower fine and other potential leniency compared to not self-reporting.

I would like to know how this is a story worthy of being reported?? This type of incident probably happens several times a year. If you are not sure of your shot don’t take it unless you have 2 tags of course but still not a good idea. I think there is some kind of conspiracy in the news to make hunters and other gun owners look bad. Trying to build momentum for a gun and hunting ban I am sure.

Col. Cooper always said, “Use enough gun!”
Perhaps, too much gun, or maybe a really thin first caribou?

and has nothing to do with abusing the authority of the uniform, badge and gun. For enforcing bag-limits?
What about know your target and have a clear shot?

If you are not sure of your shot dont take it... My son took down two deer with one slug a couple of seasons back. He never saw number two until they went to examine the kill.
Fortunately they had two tags in the party.

What about know your target and have a clear shot? More often than not you don't see the second animal.

Gee, I always thought Alaskans had common sense.

I heard that both of the caribou were named Cecil.

I’d blame an unknown hunter on the grassy knoll.

I've shot 2 doves with single shot, flying, but it was on purpose. ..have big dove hunt scheduled in couple of weeks, glad to get outta the city.
Too bad there wasn't someone along that could have tagged the 2nd animal.

“Trying to build momentum for a gun and hunting ban I am sure.”
Well that’s not gonna happen because everyone knows the 2nd Amendment was written specifically to protect a hunter’s right to hunt.
Oh, and for sport too.
