I'm sure this policy is in place to discourage intentional "one shot/two kills" cheaters and has nothing to do with abusing the authority of the uniform, badge and gun.
How could this happen?

I would like to know how this is a story worthy of being reported?? This type of incident probably happens several times a year. If you are not sure of your shot don’t take it unless you have 2 tags of course but still not a good idea. I think there is some kind of conspiracy in the news to make hunters and other gun owners look bad. Trying to build momentum for a gun and hunting ban I am sure.

My suggestion is that a hunter gets a get out of jail free card for the first time, but on probation for the next 10 or 15 years.
Should cover accidents, but not allow ‘gaming’.
