May I ask what tax prep program were you using that gave you this option and answer?
According to the research that I did, the penalty can be waived if there is a financial hardship. Among the many definitions, one piece of evidence requested is a recent utility bill showing a delinquency. Seems to me that it shouldn’t be too difficult OR expensive to accrue that.

It’s an “individual shared responsibility payment”.

I did same, uninsured for whole year, but now IRS is auditing me. Still waiting for refund, I started new job in Nov without benefits.

I heard that if you have one late payment to a utility it exempts you from 0care. That is all the proof you need is that late bill.
