It's not that Biden is Obama's insurance policy, it's that Boehner is Biden's.
Consider this scenario: Obama is forced out in some way and Biden becomes President, creating a vacancy in the VP office. Now suppose that crazy Joe does repeatedly stupid things before Congress can consent to a VP nomination, such that he loses all credibility and resigns in disgrace. That would elevate Boehner to the presidency. At that point, Congress would reject Biden's VP nominee and President Boehner would begin the process of choosing a new VP.
So in away, Boehner is really Obama's insurance policy.
