This is sensationalism. Just because that is ONE of the symptoms of a disorder, doesn’t mean that everyone displaying that behavior has a disorder. That’s not how diagnoses work.
For example, one of the symptoms of “Antisocial Personality Disorder” (psychopathy/sociopathy) is:
“Failure to conform to social norms with respect to lawful behaviors as indicated by repeatedly performing acts that are grounds for arrest.”
That doesn’t mean that every criminal is a sociopath, it just means that sociopaths almost always display some criminal tendencies.

During the leadership of General Secretary Leonid Brezhnev, psychiatry was used as a tool to eliminate political opponents (”dissidents”) who openly expressed beliefs that contradicted official dogma.[4]

ODD was in DSM-IV. It is almost exclusively applied to children. There is usually another underlying condition, such as terrible parenting.
I am not a fan of DSM-V for a number of reasons, but it does simplify diagnostic practices. Oddly, psychiatrists played a huge role in developing it. Psychologists are far more qualified to test, evaluate and make diagnoses.

My teen-daughters have this. Luckily it usually goes away by the time they get home from school.

I saw a movie like this recently called "Divergent." If anyone showed any symptoms of non-conformity or creativity in the tests they were given, they were declared Divergentan enemy of the stateand executed.
It was actually a pretty good flick.
