Way past. If the City itself is bankrupt and can’t pay its bills, why should the peons be expected to?
So “fair share” tain’t enough. The people who pay their bills and work are supposed to pay a “more fair share”.
A more fair share would be that those who pay should not have to pay for water either. It would be fair if nobody had water too. That could be said.
That is “more fair”.
If I was a zoo animal of Detroit i’d let ‘em shut it off then i’d go right back to the sidewalk and turn it back on again.

If I had a wireless meter or what not i’d just disable it.

Detroit continues to be the Petrie dish of decades of liberal progressive policies. It regularly demonstrates the failures of that ideology. I hope the rest of the country is paying attention.
The DemonRATS have run Detroit since 1962. There has been a RAT mayor residing over that poor city since 1962. The city council is RAT infested. They’re policies have run it right into the ground.
