That’s what I see too. There are 2 elbows, 2 hands - both reaching up to the surface of the water in front of him. The skin area in front of him is too wide to be one arm and shows the boundaries of each arm. IIRC other images in the series of shots (which are consecutive. Except where I noted, I showed every frame that was in the bandicam recording.) also show the arms separated from each other in front of him; I think I mentioned that in the narration of the youtube.
Gotta get to Bible study.
I’m not that good at figuring out what is there and who is who in the water. What could really add to all this is in-person interviews with those who were in the water at the time.
I think that could possibly confirm some of our suspicions if we interviewed someone on the scene in the water. absent that I have a hard time telling what is what.

Or, whatever it is that you think you see there. Then let the reader respond. The way you are going about this simply isn't working.
My problem with that stance is that I know I wouldn't be treading water with both arms/hands straight out in front of me, I would sink.
