WHEREAS the Constitution of the United States of America provides for the removal of Senators and Representatives by a vote of 2/3 of the Members present and voting of their respective Chambers,
WHEREAS Members of Congress have been found to be in violation of their sworn duties,
WE the People of the United States of America do instruct our elected Senators and Representatives to do either of the following:
TO immediately conduct Congressional sessions for the passage of fiscal allotments necessary to fulfill the duties of the United States Government
TO immediately hold a vote for censure and expulsion of any member failing to carry out his/her Constitutionally mandated duties of creating, passing, and authorizing fiscal allotments.
FAILURE to carry out the requests of the People of the United States of America will be viewed as a willful vacating of a Member's Congressional Seat.
FURTHERMORE, should these actions not be carried out in a timely manner, the Governors of the several states are hereby instructed by the People to hold special elections for the filling of all Congressional seats herein vacated.
WE do solemnly resolve that the Government of this Republic shall be returned to the rule of Law and the accountability of the People, so help us God.

One possibility for a fiscal allotment is “Zero”. If it isn’t passed, that is the default value.
Let’s remove the Intransigent Pouty Prez, and then they can all work a compromise that works for ALL the people. He’s the roadblock here.
