Reminds me of an experience I had while in basic infantry training. I was on some kind of company detail set up by the Captain. Somehow I also got on the KP list. I went to resolve these chores with the 1st Sgt hoping to stay on Company’s CO duty. He gave me that look only such people have. I ended up peeling potatoes and breaking eggs well into the earl morning.

I’m Army, not Navy, so I don’t know. The awards are largely different from service to service.
In the Army it’s higher down to lower, top to bottom, right to left. I don’t know if the Navy follows even that.

That was mentioned in regards to a picture of an Army Corporal (E5) going around on Facebook with a sign that says, "You don't join to say "I refuse", you didn't join to hide your face, you don't join to push your ideology, you join to SERVE. Now quit making signs and get the f..k back to work". My daughter (Active duty, 8 year Navy) says his ribbons are correct, for what it's worth.
