this surveillance system violates that.

Back in those times, the British troops stationed in the colonies were not the great young men and women we have in America. They were generally loutish, crude and abusive lowlife from the slums of England.
Here in the colonies where the average colonist was better fed and richer than the troops guarding them, the troops were garrisoned in private homes where the troops would help themselves to whatever they wanted.
The Third Amendment was to prevent the nascent government from ever doing that here in the states.
