Not all of the worst states are in quite the same boat. For example, at 44, Michigan has improved significantly since 2010, when it was number 48. (I wonder why.)
Probably could have gotten off the list altogether if it weren't for Rick Snyder's fascination with green energy, choo choo trains, and Obamacare.
