I prefer to believe the proof-is-in-the-pudding conspiracy theory. The scenario goes as this. During the brief interval between his presidential passport expiration and his application for a new one a vacuum will exist and anyone and everyone with the same name and credentials as Obama can get a new passport with no contest.
