According to the solicitation (HSFLAR-13-Q-00019), DHS is ordering ammunition in .45 long Colts, .45 ACP, .22LR, 30-30, 12 gauge shotgun shells, 410 gauge shotgun shells, .357, and 7.69x39mm. Thats quite a spread for DHS.

Nothing until after the 2014 congressional elections. That would tip their hand.
Unless there is an uprising or major riot that forces them.
They have to make their move between 2014 and 2016.

I got three Russian Makarov automatics a few years back.
They are packed in a box somewhere... not sure what type ammo they take. I wonder if I could get ammo for them?
Bought them because they seemed really cheap at 75$ each.

I truly believe that they are buying it for nefarious purposes. That being said, it is still a serious waste of government funds. No military organization on earth would dream of supplying its troops with such a proliferation of calibers. Congress ought to pass a bill limiting Federal law enforcement and executive agencies to using only 9mm for handguns and SMGs, 7.62 NATO for rifles (both the same ball ammo the US military has to use) and 12 gauge for shotguns. Standardization would save the taxpayers a lot of money.
I doubt not that there are individuals in the LEO profession who carry a .45 Colt by personal choice, but I was referring to an agency that issues them to all personnel and purchases that ammo for the entire department.

I own two myself, and ALWAYS carry one or the other when I am not in the city.
When in the city where things happen at arm’s length, I prefer a snub nose.

The "odd" calibers are in small quantities (4,000 rounds for long colt, 4,680 for 30-30). I'm guessing somebody wants to do testing on how well various calibers do in penetrating various things, like body armor.

The Makarov takes its own cartridge, 9mm Makarov, which is ballisticly very similar to .380
That sounds like a plausible guess, imo.
This is just one order that has leaked out. How much don’t we know? This is not the complete picture. A tiny slice..

I suspect you are correct. Someone told them that there are lots of flyover country boys that have those calibers and they need to know how to protect themselves.
That makes sense.
It also makes the 1.6 billion .40’s and 2700 armoured vehicles more ominous.

Indeed. There’s no legitimate reason for the Feds to purchase .22 LR other than to depress the civilian market. None.
Destroying it would be too stupid for words; that's like buying used cars just to destroy them. Even Obama isn't that stupid . . . is he?
The DHS is doing multiple things here 1) Tracking everyone who posts links to the site and creating a massive database of gun owners (with your comments on the matter). 2) Creating distrust of the government with the obvious misuse of taxpayer funds to buy ammunition not used for law enforcement.
Link analysis software can be used to cross reference database entries like the one created by team Obama in the last election (and openly praised via various news outlets). Big data is here and they can record everything you google or post on Facebook. Storage is cheap and the software exists to keep everything you post for more than six months.
They don't. If they are buying *these* calibers in bulk, as well as .40, then the reason is *not* what they have been saying publicly, or in other words, they are lying to those in Congress who have previously questioned their ammunition purchases.
This basic lack of candor demonstrates two things.
A. a healthy mistrust of government is essential.
B. There are plans currently in the works, which they are privy to, which if were publicly known, would *not* be well-received...

Some 410 shotguns ALSO shoot 45cal LC
I can only think of one and one pistol.
If they are buying 30-30 in 160 grain then they are buying the Hornady Lever Evolution... not the regular 150 or 170 hunting rounds, supporting the idea that they are testing it against body armor.
