There are other instances of "BB" on the paper. What or who is "BB"? I think it is a who because one instance says "BB talking to..."

I think it says "Rose to BB" as in 'Rose Garden' since the paper is dated 9/12. My best so far as to what BB is, is that it's 'Bulletin Board'.

Further down the list at #6 there's a whole bunch of quotes, as well as one quote at #4. I think Biden was making a list as to what should be said the next day to the media.
