MORE THAN LIKELY, they do not know how to write.
Not sure why you feel compelled to insult a couple of pre-teens, and it's posts like this that occasionally give our forum a bad name, but I will posit the First Family Peace Be Upon Them worried about how to present just the right meaningless non-denominational holiday or non-holiday wishes or non-wishes at taxpayer expense, Inch'Allah.

It's not an insult to the children. It's an insult to our government and the lack of teaching "writing" in our schools.
A friend of mine said he never knew that his daughter couldn't write until she had to sign a paper for sports. I hear these stories over and over.
By the way....I taught my granddaughter to write. She has a lovely signature.
