Especially if the boat is diesel powered. Much harder to hunt, prosecute and fine than a nuclear boat.

The Dolphin-class boats have six 21-inch torpedo tubes and four 25.5-inch tubes. These boats can carry a mix of 16 torpedoes and Popeye Turbo SLCM (sub launched cruise missiles). Popeye turbo carries a 440 lb. nuclear warhead, flies at Mach 0.9, and has a range of 932 miles. Four of these boats loaded with nuclear tipped SLCMs constitute a powerful first strike weapon against Iran. The Dolphin-class boats are very quiet and hard to detect. It's unlikely the Iranians would be able to detect them either before or after the launch of their missiles.
