Obama has tested the limits already. He engaged in combat operations in Libya without congressional authorization and he made a recess appointment when congress was not in recess. Congress has done nothing in either case. They are as potent these days as the Roman Senate was in the days of the Empire. Any day now I expect Obama to mimic Caligula and appoint his dog Bo a Senator as a sign of contempt.
