Those with legitimate needs go to the private charities whose purpose is to help those with legitimate needs.
A private charity has the incentive to make sure that their help is not being abused. A gov’t welfare office worker actually has the opposite incentive, where they get bonuses and raises that depend on the number of people on the dole.
We managed to survive 150+ years without a government run public dole. Including the post Civil War depression. That’s what friends, neighbors and charities are for.
That’s what charities are for. Or, I suppose if the people decide and it is allowed under their particular constitution or charter, state and local governments can provide emergency funding for such people. There is simply no authorization for such expenditures by the federal government.
