Rick Perry's Dream Act
The Rick Perry Report ^ | September 29, 3011 | Joe Hyde

Posted on 09/29/2011 10:17:32 PM PDT by bullypulpit

Rick Perry supported the modest Texas Dream Act, whose name has unfortunately been libeled by the Democrats' national Dream Act that is akin to the Texas law on meth and steroids, and the Democratic Party's version offers amnesty too. The Texas Dream Act simply offers children of illegal immigrants, who have completed at least three years of Texas high school before graduation, entrance to any Texas state school at in-state tuition rates. The law demands the beneficiary apply for full citizenship to the U.S.

In contrast, the federal Dream Act, which has yet to pass, provides scholarships and taxpayer direct subsidies and amnesty for all illegal aliens wishing to attend college in America.

First, Perry didn’t write the law. This was added in 2005, in the revision, and I don’t know the reasoning behind the Legislature’s adding it in. It does appear that the only way to apply - and the right way, as far as I’m concerned - is for an adult to go back to Mexico and begin there.

This is one of the deep parts of that metaphorical hole. The State can’t change these laws, or even deport people. We deal with the conditions the Feds have made, pushing it down the road for a 21 or 22 year old to deal with, not a 17 or 18 year old.

Thanks! The whole mess is complicated and due to 20-30 years of ignoring what is happening in our country.

The change that can be made is to 1) patrol that border with helicopters, drones and men and women and 2) actually deport illegal aliens — now, we’re setting up hearings, releasing the illegal aliens and the DOJ just dumped 300,000 cases; dismissing them without explanation, last year.

I don’t understand the need for hearings, all the delay and refusal to put enough manpower and equipment along the border to effectively patrol it, whether there’s a fence or not.

They have to apply for a “permanent resident” which is basically a permanent green card. It is a green card that makes them legally in the US. Then they can get a drivers license and a job.

The best way to think of the exception for young men and women who are brought here as children is that the Feds have let all of us down by refusing to block illegal aliens at the border and by refusing to deport them after they get here. That some kids are able to succeed, graduate and qualify for college after 3 years of living as illegal aliens in our State is commendable - for the children and their parents.

And that's the point. The Feds refuse to do their job. We're not going to be deporting every illegal in this country anytime soon. Whether or not you agree with that or not, that's where we stand. Would you rather have a permanent, uneducated, underclass that lives among us and hates us (we already have one of those) or would you rather see every child in America have an opportunity to succeed? I would like to see them succeeed if they're going to be here.

” RICKY “FORGOT” TO TELL AMERICA how “impoverished” illegals get SS nos, drivers’ licenses, and other proofs of citizenship.......items necessary to ride the US gravy train, get sub-prime mtges, welfare, Section 8 housing, no co-pay healthcare, free schooling, free school lunches, EITC rebates. “

BILLIONS are collected by illegal immigrants. They learn the ID gravy train scam from other illegals already here.

I just did a quick scan of this Document: a Guide to Naturalization.

NOWHERE does it say that illegals are banned from applying.

the only mention of illegsl is that if they have been ORDERED deported THEN they are inelegible.

Seems there needs to be a Law that ILLEGALS, PERIOD, may NOT apply for Citizenship.
That would end all of this BS.

Rick Perry cannot change that law whether he was for it or against it.

Majority in the Texas legislature overrules a veto.

He could have vetoed it but it would still be law in Texas.

He could do an executive order but then he would get hammered for trying to override a state government.

He could speak out against it but then he would not take
a lot of the hispanic vote away from Obama.

Better to leave it as it is for now, after election shut down the border tighter than a drum, then the law becomes very mute.

RICKY "FORGOT" TO TELL AMERICA that apparently, TX doesn’t require US citizenship to achieve state residency.

What Liz forgot to tell FreeRepublic is that most states don't ask for proof of US citizenship to attain state residency.

Do you have any idea what an "LPR" is? Clearly not.

General Naturalization Provisions - The basic requirements for naturalization that every applicant must meet, unless a member of a special class. General provisions require an applicant to be at least 18 years of age and a lawful permanent resident with five years of continuous residence in the United States, have been physically present in the country for half that period, and have established good moral character for at least that period.

"LPR" = Green Card holder.

http://www.dhs.gov/files/statistics/stdfdef.shtm#15

ILLEGAL aliens are not considered 'lawful permanent residents", regardless how much Perry and his supporters wish it so.

Sorry ILLegal apparently does not mean unlawful. Thank the years of Dummy controled congress for this FEDERAL LAW.

l Order issued by an immigration judge, the Board of Immigration Appeals (BIA), or a federal court granting registry, suspension of deportation, cancellation of removal, or adjustment of status.

Why do you think there is a booming Immigration Lawyer business. Oh and don’t forget those leftie Judges.

So your argument is wholly dependent on activists judges? Why am I not surprised?

We are a nation of laws. I realize those laws are not always followed. I also realize that Rick Perry and his band of amnesty supporting followers do not recognize or respect those laws but it they are still law.

The ILLEGAL aliens you and Perry advocates for cannot legally seek citizenship under current and existing law. Only a liberal would support bastardizing those laws to suit a political end and Rick Perry plays that part well.

Looking just at the policy of granting in-state tuition to those in the country illegally, I think the choice is between a permanent, uneducated, underclass that lives among us and hates us (we already have one of those) or a permanent, educated, underclass that lives among us and hates us.

Do you favor immigration regulations that include numerical limits, or would you rather have no limits on immigration, and every child in America will have an opportunity to succeed?

I favor strict numerical limits. I favor closed and secure borders. I favor sending illegals back to Mexico or their country of origin. I favor implementing the Arizona immigration bill nationwide.

Putting aside special cases like refugees, asylees, immediate family members and so forth, in general illegal aliens in the United States are not eligible to be permanent resident aliens unless amnesty is given.

Working in the US without USCIS permission or being in the US illegally makes an illegal INELIGIBLE for adjustment to permanent resident status. They require AMNESTY in order to get a green card.

Perry IS a big supporter of amnesty, so perhaps that is what you are thinking of.

Perry wants to give illegals working here now amnesty by calling them "guest workers."

Perry is not a supporter of amnesty:
From the Governor’s book “Fed Up!,” the Kindle PC version:

From pages 118-119:

“”We have already been burned once by false promises of border security in exchange for tying security to other aspects of the immigration debate. President Regan, in 1986, signed the immigration reform and control act, which legalized close to 3 million undocumented immigrants. The law was supposed to be a comprehensive solution with provisions intended to clamp down on border security. These provisions were never enforced, and the subsequent explosion in illegal crossings has resulted in some 11 million illegal aliens living in the United States today an estimated 1.8 million illegal immigrants are currently residing in Texas, compared with 1.1 million in 2000. In ten years, that represents an increase of 54 percent or 70,000 persons each year coming to our state illegally. Today, the Pew Hispanic Center estimates than about one in ten people born in Mexico live in the United States. And all of this has occurred outside the system and to the disadvantage of others who have been waiting in line for many years. There are literally millions of people waiting to get into the country legally.””
