Okaaaaaay. Lets stop....
RIGHT THERE! You cannot create a "job for construction worker". Every project is temporary. Once it's finished they're out of a job, period. Then it's back to the unemployment office, or union hall to play cards.
And ditto for teachers. Those positions are determined by the number of students. Nothing more, nothing less. Just because Barry wants to throw money around means squat. If there's 25 kids in the 2nd grade, odds are they'll be 25 in the 3rd grade. So no new teacher is needed.
So for Construction you need a good economy with money flowing, and with teachers it's population and demographics. No Ivy League Scholars required to figure that out.
