I don’t know when this started, but according to one of my car magazines 22 states now have traffic citations as their no. 1 revenue source. Traffic citations are written by “beat-cops.” When Clinton got legislation to underwrite additional beat cops nationwide they were for revenue collection, not crime control. One small city in Florida got so upset about the traffic citations they fired their entire police force and had the sheriff take over.

Anytime a politician tells you he’s adding community enforcement, beat cops or any similar sounding “anti-crime” language, he’s talking about enhancing revenue flows. The city where I live has reduced the yellow light timing on automatic traffic light cameras from 9 seconds to 3 seconds, the legal minimum. They did it because they weren’t making their “revenue projections.” (Nothing about safety, it’s revenue.)

So, Chicago is going to slash the budget on cops dealing with crime. Are they going to slash the budget on cops writing tickets? I doubt it.

What is so hard to understand about that?

He’s using the French model of policing which protects central Paris above everthing else. Allow enclaves of minorities to manage their own affairs and fend for themselves, but make sure that no one feels threatened on Michigan Av. during shopping sprees at Christmastime.

For a real world experiment, the Guru recommends:
1. Literally, decimate the police trough feeder employee rolls.
2. Keep the real detectives and the few dedicated cops.
3. Enact laws allowing the use of lethal force to defend life and/or property.
4. Enact a bounty on violent criminals, but only dead ones.

It was Daley’s habit to authorize and account for certain numbers of police in Chicago’s annual budget and then fail to act on promised hiring, fill vacancies or account for retirements.

In that way, unspent funds were magically turned into “savings!”

According to friends who work for the City, this has long been the policy in the entire City government. 5% of each department's annual budget must be returned unspent. A lot of the personnel savings seemed to occur when a position became vacant and wasn't filled for months or years.

I've no idea if any of the departments (the Mayor's Office, maybe?) were exempted.
