Nope; as per IL State Constitution:

ART I, SECTION 22. RIGHT TO ARMS Subject only to the police power, the right of the individual citizen to keep and bear arms shall not be infringed.
and the US Constitution:
Amendment II A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
Amendment II is written in the passive voice, which makes the actor irrelevant to the action (prohibiting the infringement of of the Right to Keep and Bear Arms). And yes, the Constitution CAN constrain both the State and Federal governments: look at the two prohibitions against Ex Post Facto laws.

Also, if you want to keep it in IL:

ART I, SECTION 20. INDIVIDUAL DIGNITY To promote individual dignity, communications that portray criminality, depravity or lack of virtue in, or that incite violence, hatred, abuse or hostility toward, a person or group of persons by reason of or by reference to religious, racial, ethnic, national or regional affiliation are condemned. (Source: Illinois Constitution.)
Given the racist origin of gun control, all such regulations are themselves communicating something which "that incite[s] violence, hatred, abuse or hostility toward" others based on racial affiliation. (By citing the Mississippi law which stated "no freedman, free negro or mulatto, not in the military service of the United States government, and not licensed so to do by the board of police of his or her county, shall keep or carry fire-arms of any kind, or any ammunition, dirk or bowie knife." the US Supreme court has legally recognized it.)
