From what I have heard and been taught, that a county Sheriff who has been elected by " THE PEOPLE " do not answer to Congress, nor the President of the USA, nor the justice department, the Sheriff answers only to " THE PEOPLE " .

Amen to that. I never meant to imply that County Sheriffs worked FOR the federales or anyone other than the residents of the county that they were elected from. All I meant was that County Sheriffs are the ONLY law enforcement officers mentioned/authorized in the Constitution.

Yes.
And any federal officials or bureaucrats must, if requested by a county sheriff, show under authority they are operating, when they come to a county on federal government business. That is, they have to show the authoritative legislation or other constitutional order in order to act as a representative of the federal government there.
