I kind of skimmed over your email and may have missed some of the details. I saw it mentions law enforcement agencies and the IRS. Looks to me that the law enforcement agencies are going to confiscate the money since you did not prove it is yours. The will then notify the IRS as to the amount so that they can bill you the proper amount for the tax.
