As I recall, even though we all called it combat action pay, the correct term used on the LES (Leave and Earnings Statement) calls the pay "imminent danger pay". So, you don't just get it for declared wars. I've gotten it for places like Somalia which were supposed to be "humanitarian missions". It's a joke. We were not awarded a combat action ribbon in Somalia because it was a humanitarian mission. Even though we were in firefights all the time. However, we did get a humanitarian medal for it....
