She had an 80% approval rating because she did what she said she was going to do and that was to reform and bring about ethic standards within the corrupt state of Alaska - she did this mainly through AGIA and ACES programs plus she cut government. Your argument is: a governor is always obligated to saddle the people of her state with the burden of phony ethics charges.
It’s absurd. A governor should try to protect the people from their enemies. This is exactly what Palin did when she resigned. She refused to allow the people of Alaska to suffer as a result of the malicious antics of political psychopaths.
