Why don't you knock yourself out and produce a messed up document like Bamie BC II. You can use this:

if you like. These are the ID pages from my expired Passports reproduced to match the Bamie BC II file size. (Of course Obama has no expired Passports that anyone knows about, but I'm sure that's a sore subject with you.)

Send me the originals and I’ll scan with OCR on and it will likely do that, the same way it did to the documents I tried when the birth cerificate was finally released.

I’m not claiming to be an expert; I’m just going by seeing the same thing when I tried it. My guess is that it’s a difference between OCR’d/non-OCR’d or those that are lighter getting grayscale/antialiasing versus those that get mono handling.
