Whomever started this rumor apparently never heard of the Goldwater-Nichols Act. It's quite clear, and every combatant commander in the US Armed Forces knows exactly what it says. If Leon Panetta told an UCC to pick up a piece of paper, let alone execute a raid in a foreign country, he would be instructed to do something to himself that is biologically impossible.
In the US, military officers only take orders from one civilian - that's the SecDef, and SecDef only takes orders from CIC. It's not policy, it's federal law.
