To: E. Pluribus Unum

I have a question. If you are legally adopted, do they go back and make changes to your birth certificate, particularly if there is a name change? If so, where are the changes for this COLB and why is there access to the “original”?

Being adopted does not retroactively change your birth certificate.

A legal name change is a court proceeding.
