If (and that’s a big if) Obama was born in Hawaii, then he is in fact a citizen at birth (as you say).
But that does not make him a Natural Born Citizen.
Soooooo, that would make all of those Mexican "anchor babies" elegible? I don't think so. Natural born means someone born of U.S. parentage in the U.S. proper or it's territories. If either one of the parents are not U.S. citizens at the time of the child's birth then it removes the Natural Born tag. They are citizens but not Natural Born.

A natural born citizen is one that is born of US citizens. This is plural for a reason! No allegiance to any other country. Obama claims allegiance to his fathers country - he could never, ever be natural born!
