The President can neither raise or lower taxes.. at all..
ONLY the House of Reps. can do that.. even the Senate must vote on House spending and taxing measures..
Only Congress can spend or tax.. the president merely SIGNS the budget..
Presidents spend what they are given to spend.. ALWAYS...
The entire Executive Branch spends what they are given to spend.. they TAX NO ONE or ANYTHING...
So sad that O’Reilly sold his soul to the devil, also. Congress can pass laws and override the Presidents opinion..

The Presidents vote is looking for consensus..

Obama signed the bill right away. He couldn’t wait.
